106.1 Transmutation

Rule-changes that transmute immutable or convention rules into mutable rules may be adopted if and only if the vote is unanimous among the players who vote on the rule-change. Transmutation shall not be implied, but must be stated explicitly in a proposal to take effect. Likewise, any rule-change that amends or repeals an immutable or convention rule may be adopted if and only if the vote is unanimous among the players who vote on the rule-change.
